H.E. Noureddine Hargam is a senior diplomat and executive with deep roots in African geopolitics and business. Formerly Tunisia’s Secretary of State for Maghreb, Arab, and African Affairs, he currently serves as Ambassador at Large for Tanzania, focusing on agriculture, gold, and cobalt mining.
His career bridges diplomacy and high-stakes commerce, beginning in the Antwerp diamond trade and advancing to advisory roles for multiple African heads of state. Notably, he served as Advisor for Investments and Petrol to President Pascal Lissouba of Congo-Brazzaville and later as Advisor to the Office of the President of the DRC for Finance and Mining. Leveraging a 30-year relationship with the Tshisekedi family, he successfully led the election strategy for Félix Tshisekedi’s 2018 presidential victory. He has also held directorships in Luxembourg-based holding firms and maintains strong links to the US.


John Balls is the Chairman of the North Devon Fishermen’s Association (NDFA), which represents fishermen from ports including Appledore, Bideford, Clovelly, and Ilfracombe. He operates out of Clovelly as a commercial fisherman and skipper, and also serves as the Vice Chairman of the National Federation of Fishermen’s Organisations (NFFO) South West Committee.
